Stalking Neighbor

I HAVE CLOWN WHO HAS STALKED MY SPOUSE AND MYSELF AND THIS JERK IS MY NEXT DOOR NEIGHBOUR AND HAS CAUSED AN A ASSAULT. DO YOU HAVE ANY CONSTRUCTIVE INFO ON WHAT CAUSES THESE PEOPLE TO DO THIS TYPE OF UNWANTED INFRINGEMENT ON YOUR LIFE AND YOUR FAMILY?

I suppose the key is "caused an assult" and that means you (or the victim) should have filed a police report... If not, then the victim is simply encouraging such behavior.

What causes people to do such things opens the door to all kinds of speculation.
