How do you balance the privacy rights of individuals and the security concerns of the nation? This was the dilemma that the government faced in the wake of increasing terrorist threats across the United States, especially after the 9/11 attacks. The answer came in the form of a new surveillance law which tried to establish this delicate balance of electronic espionage of home telephone lines and computers and privacy rights of citizens
